Application Guidelines
一、 Scope of Use and Limitations
This document applies to domestic and international research institutions and biomedical-related organizations seeking to use health data and related information from the "MJ Health Resource Center" (hereinafter referred to as "the Center") for research or biotechnology development.
- Data Duration: The usage period for the requested data is two years, with the possibility to apply for a six-month extension.
二、Application Principles
2.1 Applicant Eligibility
- Domestic and international research institutions and biomedical-related organizations may apply to this database for bio-specimens, data, and information. Individual applications are not accepted.
2.2 Provided Data

This database will review applications based on their content and, upon approval, provide de-identified health data and related information within the approved scope.

The database will ensure that the method of data provision complies with personal data protection laws and other relevant regulations.
三、Application Procedures
3.1 To apply for the use of data, information, and bio-specimens, the application must be submitted in the name of the applicant organization. Complete the forms and formats provided by this database in detail, including:

3.2 Once the application materials are complete, please send them to the Administrative Department of the MJ Human Biological Database at the Interpretive Foundation to facilitate the subsequent review process.
四、Review Principles
When reviewing data applications, this database will consider the following important factors:

Research Purpose: Whether the research objectives are related to biomedical research development or disease prevention, aligning with the database's mission to enhance global human health and well-being.

Scientific Rationale: The scientific reasonableness and feasibility of the proposed research.

Data Protection Measures: Whether the applicant has adequate and appropriate data protection measures in place.

Past Compliance: For repeat applicants, consideration will be given to their previous fulfillment of obligations to this database.

International Applicants: For applicants from foreign institutions, verification of the level of data protection under their country's laws will be required.
五、Review Procedures
Applicants must submit their applications as announced by this database. Upon receipt, the database staff will verify whether the application materials are complete. If any information is missing, the applicant will be notified to correct and complete the submission. Once the application is complete, it will be reviewed in writing.
For applications that are approved, all submitted materials will be archived for reference. The database will then notify the applicant to sign the "MJ Health Data Usage Agreement" and pay the associated fees. Only after these steps are completed will the database provide access to the approved data.
六、Data Provision Method
Once the application is approved, this database will filter and select data and information that meet the application criteria. The data will be de-identified and assigned a serial number, then provided to the applicant on a disc or through an encrypted link. Detailed procedures and any requirements for cooperation from the applicant will be communicated by the administrative staff at that time.
七、Publication of Research Results
When applicants publish research results using this database, they must acknowledge the assistance provided by the database. The Interpretive Foundation will regularly publish research conducted using this database and its results on the foundation's website by the end of January each year. At that time, applicants must provide relevant information or explanations.
八、Data Comparison Procedures
This database will comply with national policy regulations and will only accept encrypted comparisons with government-approved databases (e.g., death registries). Applicants must provide a detailed explanation in their application proposal submitted to this database. Upon approval from the Ethics Committee, the database will conduct the comparison as required, ensuring that no identifiable personal information is provided to the applicants.
Furthermore, comparisons with other databases will not be permitted, including those that yield only aggregated data files after encryption.
